The Fte de la Concorde took place on Sunday, the 21st of May, and passed off without any attempt at disturbance. On the contrary, the people were in excellent humour, and everything upon the surface of society seemed in keeping with the object of the festivity. On the 26th the Assembly decreed the perpetual banishment of Louis Philippe and his family, by a majority of 695 to 63. But the ex-king was not the only pretender who occupied the attention of the new Government; a far more dangerous one was Louis Napoleon Bonaparte, nephew of the Emperor and then an exile in London. He had gone over to Paris when the Republic was proclaimed, but acting on the advice of the Government, he quietly retired from the country. So potent, however, was still the charm that attached to the name of Napoleon, that his heir was elected a member of the National Assembly by no less than four constituencies. It was moreover discovered that money had been distributed in Paris by his partisans; that placards in his favour were posted upon the walls, and cries of "Vive Napoleon!" resounded through the city. Within four days, three journals had been established in Paris preparing the way for the candidature of Louis[553] Napoleon as President. After a violent debate, it was resolved by a large majority that he should be permitted to take his seat as a representative. On the Monday following Paris was excited by a rumour that Louis Napoleon had arrived, and while Lamartine was speaking in the Assembly several shots were fired, one at the Commandant of the National Guard, another at an officer of the army, and this was done to the cry of "Vive l'Empereur Napoleon!" "This," said Lamartine, "is the first drop of blood that has stained our revolution; and if blood has now been shed, it has not been for liberty, but by military fanaticism, and in the name of an ambition sadly, if not voluntarily, mixed up with guilty man?uvres. When conspiracy is taken in flagrante delicto, with its hand dyed in French blood, the law should be voted by acclamation." He then proposed a decree, causing the law of banishment of 1832 against Louis Napoleon to be executed. On the 3rd of February Hone's case was brought forward by William Smith, of Norwich; on the 10th, Lord Archibald Hamilton made a motion for inquiry into similar prosecutions of persons in Scotland, and especially of Andrew M'Kinley, and this was supported by Sir Samuel Romilly and others, but rejected; yet the next day Mr. Fazakerley made a demand for a rigid inquiry into the employment of the spies, and for ascertaining whether they really had exceeded their instructions. Here was an opportunity for Ministers to clear themselves, were they really innocent of sending them out to excite as well as to discover conspirators. There was a violent debate, but the motion was rejected by one hundred and eleven against fifty-two. The discussion left no doubt of the employment of Oliver and others, and this fact being put beyond dispute, Ministers should, in self-vindication, have cleared themselves, if they were guiltless, as their friends pretended; but they did not do so. On the 17th Lord Folkestone moved for inquiry into the treatment in prison of Mr. Ogden and others, and a similar motion was made on the 19th, in the Lords, by the Earl of Carnarvon. In both cases Ministers, instead of courting inquiry, resented it, and closed the door of investigation by large majorities. Lords Sidmouth, Bathurst, and Liverpool were prominent in staving off these inquiries; and Lords Grosvenor, King, and Holland were earnest in urging the necessity of such inquiry for their own good fame. Lord Stanley, afterwards Earl of Derby, put this in the strongest light. He said that he thought Ministers "had been much calumniated, but they would be most so by themselves if they refused to inquire into those acts, when inquiry, according to their own statements, would fully[135] acquit them of the charges laid against them." This was so self-evident that the fact that they would not admit this inquiry might, were there no other grounds for decision, be taken as positive proof of their guilt. But it is not likely that Oliver and his comrades, who were for months in daily communication with Ministers whilst on their detestable missions, would have dared so far to exceed their orders, or, had they done so, that they would have been protected at the expense of the reputations of Ministers themselves, and rewarded into the bargain. The instructions to these men were undoubtedly of too dark a character to be produced in open daylight.<024>

FORE:Even now, had the Russians and Austrians possessed the spirit which the circumstances of the time demanded of them, they were far from being in a hopeless condition. Buonaparte was at an immense distance from his country. Besides the army still remaining with the two Emperorsat least sixty thousand in numberthere were the strong forces of the Archdukes Charles and John in Hungary, and of Prince Ferdinand in Bohemia. By bold and skilful man?uvres they might have cut off his communications with France and Italy, and have harassed him, without committing themselves to a decided battle, till he must have found himself in a most perilous position. But Francis of Austria gave up the struggle in despair; he sent Prince John of Lichtenstein to propose a suspension of arms. Buonaparte insisted that they should first break with the Russians, and Lichtenstein said that Francis was quite willing, and to treat with Napoleon for a separate peace, but that he must claim for the Emperor Alexander the privilege of retreating into his own country without molestation. By this treaty Austria surrendered to Buonaparte all her territories in Italy, as well as her Venetian provinces of Dalmatia and on the coast of Albania. She surrendered her only seaport on the Adriatic, Trieste, and thus reduced herself to a mere inland power. She was compelled to cede to her rival, Bavaria, the Tyrola country most faithfully attached to the House of Hapsburg,the bishopric of Passau, and other regions. Bavaria and Würtemberg, for their hostility to their own German race, were elevated into kingdoms, and Baden, for the same unpatriotic services, into a grand duchy. Thus France and her allies, or rather subjects, were now in possession of Switzerland, Italy, and the Tyrol on one side, and of Holland and Belgium on the other, so that she had everywhere an open high road into Germany,[507] and nations of tributary princes, which were to aid in further enslaving it. FORE:On the 11th of March the Earl of Radnor presented a petition adopted at a great meeting of inhabitants of the county of Somerset, which led to a long debate, in the course of which the Duke of Wellington earnestly recommended their lordships to leave the Corn Law as it was, and to continue to maintain the system which it was the object of that law to carry into effect; and the Duke of Richmond declared that he was surprised that any doubt could exist that "the farmers were, almost to a man, hostile to the delusions of Free Trade." ONE:Of all the expectants of office in the Wellington Administration, the most bitterly disappointed was the ex-Chancellor, Lord Eldon, to whom official life had from long habit become almost a necessity. ONE:Sir John Warren put the two thousand four hundred Chouans on shore near Lorient, and left them to return to their own predatory mode of warfare. The British, therefore, disembarked on the little desolate Isle Dieu, about five leagues from Noirmoutier, and there awaited the arrival of Count d'Artois, who did not come till the 10th of October, and then, alarmed at the fusillading of the officers at Quiberon, declined to land. On hearing this, Charette exclaimed"We are lost! To-day I have fifteen thousand men about me; to-morrow I shall not have five hundred!" And, in fact, chagrined at the pusillanimous conduct of the prince, and the approach of Hoche with his victorious troops from Brittany, his followers rapidly dispersed, and at the end of the year the British armament returned home, having done nothing. From this day may be dated the extinction of the war in La Vende. Stofflet, in January, 1796, was defeated, and in February was betrayed to the enemy, and on the 26th of that month was executed at Angers with four of his companions. Charette was captured a month afterwards, and was shot at Nantes on the 29th of March. With him died the last Vendan general of mark. By this time, the spring of 1796, not a fifth part of the male population of La Vende remained alive; and Hoche himself calculated that the Vendan war had cost France a hundred thousand men.

THREE:THE FOUR COURTS, DUBLIN.The Earl of Bute became more and more unpopular. The conditions of the peace were greatly disapproved, and the assurance that not only Bute, but the king's mother and the Duke of Bedford, had received French money for carrying the peace, was generally believed. The conduct of Bute in surrounding the king with his creatures, in which he was joined by the Princess of Wales, added much to the public odium. George was always of a domestic and retiring character, and he was now rarely seen, except when he went once or twice a-year to Parliament, or at levees, which were cold, formal, and unfrequent. Though, probably, the main cause of this was the natural disposition of himself and queen, yet Bute and the princess got the credit of it. Then the manner in which Bute paid his visits to the princess tended to confirm the rumours of their guilty intimacy. He used always to go in an evening in a sedan chair belonging to one of the ladies of the princess's household, with the curtains drawn, and taking every other precaution of not being seen. There were numbers of lampoons launched at the favourite and the princess. They were compared to Queen Isabella and Mortimer, and Wilkes actually wrote an ironical dedication of Ben Jonson's play of "The Fall of Mortimer," to Bute.

ONE:But they were not then in the position of a beleaguered garrison. Before relief came, they had won a victory that covered them with glory. The troops had been in the highest pluck, and never seemed so happy as when they could encounter any portion of the enemy. In this state of feeling an idea began to take possession of the officers that they were able to capture Mahomed Akbar's camp. A false report had come to the Sirdar, that General Pollock had been beaten back with great slaughter in the Khyber Pass; and in honour of this event his guns fired a royal salute. A rumour also reached the garrison that there had been a revolution at Cabul, and that the enemy was obliged to break up his camp and hasten back to the capital. Whether either or both these reports should prove true, the time seemed to have come for General Sale to strike a blow. A council of war was held; the general would have shrunk from the responsibility of an attack upon the camp; but he was dissuaded by Havelock. Akbar Khan, at the head of 6,000 men, was aware of their approach and ready to receive them. On issuing from the gate, General Sale had ordered Colonel Dennie forward, to attack a small fort, from which the enemy had often molested the garrison. The colonel, at the head of the brave 13th, rushed to the fort; but having entered the outer wall, they found themselves exposed to a murderous fire from the defences of the inner keep. There Colonel Dennie received a mortal wound, a ball passing through his sword-belt. Sale now gave orders for a general attack on the enemy's camp, and in his despatch he thus describes the result:"The artillery advanced at a gallop, and directed a heavy fire upon the Afghan centre, whilst two of the columns of infantry penetrated the line near the same point, and the third forced back its left from its support on the river, into the stream of which some of his horse and foot were driven. The Afghans made repeated attempts to check our advance by a smart fire of musketry, by throwing forward heavy bodies of horse, which twice threatened the detachments of foot under Captain Havelock, and by opening upon us three guns from a battery screened by a garden wall, and said to have been served under the personal superintendence of the Sirdar. But in a short time they were dislodged from every point of their position, their cannon taken, and their camp involved in a general conflagration. The battle was over, and the enemy in full retreat, by about seven a.m. We have made ourselves masters of two cavalry standards, re-captured four guns lost by the Cabul and Gundamuk forcesthe restoration of which to our Government is matter of much honest exultation among the troopsseized and destroyed a great quantity of material and ordnance stores, and burnt the whole of the enemy's tents. In short, the defeat of Mahomed Akbar, in open field, by the troops whom he had boasted of blockading, has been complete and signal. The field of battle was strewed with the bodies of men and horses, and the richness of the trappings of some of the latter seemed to attest that persons of distinction were among the fallen. The loss on our side was remarkably smallseven privates killed, and three officers and fifty men wounded."

THREE:The South Sea Company, with a folly of which extreme greed only is capable, endeavoured to put down these rival schemes and obtained an order from the Lords Justices and writs of scire facias against several of these new bubbles. It was like raising a wind to blow away the bubbles, forgetting that their own was a bubble too, and would go with them. The moment that the people began to distrust one they distrusted all. The panic became as great as the mania had been. The South Sea stock dropped in less than a month from one thousand to below six hundred. There was a simultaneous rush to sell out, and the shares must have sunk instantly to nil but for the gigantic exertions of the Company to raise money and buy in. The relief, however, was but temporary. The bankers and pawnbrokers who had advanced money on scrip broke and fled; merchants, goldsmiths, and speculators rushed away after them. Walpole was summoned in haste from Haughton to devise some means of staying the panic. He endeavoured to get the Bank of England to circulate three millions of South Sea bonds for a year; but the Bank, seeing that the case was desperate, declined it. This was decisive. The rage and despair of the swarming dupes were indescribable. They heaped[48] execrations not only on the South Sea Company, but on Ministers, the king, his mistresses, and the Royal Family, who had all been deep in the affair, and who had taken good care of themselves. George landed at Margate on the 9th of November, soon after which the South Sea stock fell to one hundred and thirty-five. On the 8th of December Parliament met, and promptly began to investigate the scandal.In five days he had snatched the most damaging victories. The Archduke Charles retreated in haste towards Bohemia, to secure himself in the defiles of its mountains; and Buonaparte employed the 23rd and 24th of April in reviewing his troops and distributing rewards. General Hiller, who, with the Archduke Louis, had been defeated at Landshut, had united himself to a considerable body of reserve, and placed himself on the way, as determined to defend the capital. He retreated upon Ebersberg, where the sole bridge over the Traun gave access to the place, the banks of the river being steep and rocky. He had thirty thousand men to defend this bridge, and trusted to detain the French there till the Archduke Charles should come up again with reinforcements, when they might jointly engage them. But Massena made a desperate onset on the bridge, and, after a very bloody encounter, carried it. Hiller then retreated to the Danube, which he crossed by the bridge of Mautern, and, destroying it after him, continued his march to join the Archduke Charles. This left the road open to Vienna, and Buonaparte steadily advanced upon it. The Archduke Charles, becoming aware of this circumstance, returned upon his track, hoping to reach Vienna before him, in which case he might have made a long defence. But Buonaparte was too nimble for him: he appeared before the walls of the city, and summoned it to surrender. The Archduke Maximilian kept the place with a garrison of fifteen thousand men, and he held out for three or four days. Buonaparte then commenced flinging bombs into the most thickly populated parts of the city, and warned the inhabitants of the horrors they must suffer from a siege. All the royal family had gone except Maximilian and the young archduchess, Maria Louisa, who was ill. This was notified to Buonaparte, and he ordered the palace to be exempted from the attack. This was the young lady destined very soon to supersede the Empress Josephine in the imperial honours of France. The city capitulated on the 12th of May, the French took possession of it, and Napoleon resumed his residence at the palace of Sch?nbrunn, on the outskirts.

ONE:Almost every other manufacture shared in this surprising impulse from machinery and the[196] spirit of invention. It was an age of new creations and of unprecedented energies. In 1763 Josiah Wedgwood, of the Staffordshire Potteries, commenced that career of improvement in the biscuit, form, and printing of porcelain which constituted a new era in the art. At that time the French fine pottery was so much superior to the English that it was extensively imported. In fact, it was a period when taste in every department of art was at the lowest ebb. Wedgwood, being a good chemist, not only improved the body of his earthenware, but, being a man of classical taste, introduced a grace and elegance of form before unknown to British pottery. He invented a new kind of composition so hard and marble-like that it resisted both fire and acids; and in this he moulded statuettes, cameos, and medallions from the Greek originals, of great beauty. Sir William Hamilton having brought over from Italy a quantity of antique vases, etc., Wedgwood benefited by them to introduce fresh forms and colouring in his wares, and probably on this account called his pottery-works Etruria. He had the aid of Mr. Chisholm, a practical chemist, in his researches into the best composition and colours for his porcelain, and his improvements laid the foundation of the great pottery trade of Staffordshire.Since the year 1833 the sum of 20,000 was all that had been granted by Parliament for popular education. Up to this time the National Society and the British and Foreign School Society had, without distinction of party, enjoyed an equitable proportion of the benefit of this grant. The Government were now about to propose an increase, but they determined at the same time to change the mode of its distribution, and their plan gave rise to a great deal of discussion on the subject during the Session. The intentions of the Government were first made known by Lord John Russell on the 12th of February when he presented certain papers, and gave an outline of his views. He proposed that the President of the Council and other Privy Councillors, not exceeding five, should form a Board, to consider in what manner the grants made by Parliament should be distributed, and he thought that the first object of such a Board should be the establishment of a good normal school for the education of teachers. Lord John said that he brought forward the plan not as a faultless scheme of education, but as that which, on consideration, he thought to be the most practical in the present state of the country. The new committee on the 3rd of June passed several resolutions, one of which was that in their opinion the most useful applications of any sums voted by Parliament would consist in the employment of those moneys in the establishment of a normal school, under the direction of the State, and not under the management of a voluntary society. They admitted, however, that they experienced so much difficulty in reconciling the conflicting views respecting the provisions they were desirous of makingin order that the children and teachers instructed in the school should be duly trained in the principles of the Christian religion, while the rights of conscience should be respectedthat it was not in their power to mature a plan for the accomplishment of their design without further consideration. Meanwhile the committee recommended that no grant should thenceforth be made for the establishment or support of normal schools, or any other schools, unless the right of inspection were retained, in order to secure a conformity to the regulations and discipline established in the several schools, with such improvements as might from time to time be suggested by the committee. The day after the committee had adopted these resolutions Lord Ashley moved a call of the House for the 14th of June, when Lord John Russell, in seconding the motion, stated that Government did not intend to insist upon their proposal to found a normal school. This was a weak concession to the Church party, but it did not prevent Lord Stanley, the author of a similar measure for Ireland, from attacking the Bill with the full violence of his eloquence. The vote was to be increased to 30,000. The House, after a debate of three nights, divided, when the grant was voted by a majority of only two. On the 5th of July the subject of education was introduced to the notice of the Lords by the Archbishop of Canterbury, who defended the Church, and objected to the giving of Government grants in a manner calculated to promote religious dissent. He[464] was answered by the Marquis of Lansdowne. The Bishop of Exeter, the Bishop of London, and several other prelates addressed the House, and gave their views on this great question. The Archbishop of Canterbury had brought forward a series of resolutions embodying the Church views of the subject. These Lord Brougham vigorously opposed. The House divided on the previous question, when the first resolution, the only one put to the vote, was carried by a majority of 111. This resolution condemned the Order in Council, and in consequence of it the Lords went in a body to the Queen to offer their remonstrance against the proposed change in the mode of distributing the grant. The remaining resolutions were voted without a division. Nevertheless the Ministry succeeded in carrying a modified scheme, by which it was provided that the inspectors to be appointed by the Committee of the Privy Council should be chosen with the approval of the Bishops, and should present their reports to the bishop of their diocese as well as to the Committee of the Privy Council. Thus the Church practically monopolised the grant.

ONE:There remain only the trials of Hunt and his associates in the meeting at Manchester to close the events which arose out of circumstances originating under the reign of George III. These took place at York spring assizes, whither they had been prudently removed out of the district where both parties were too much inflamed for a fair verdict to be expected. During the time that they lay in prison the conduct of Hunt had greatly disgusted his humble associates. He[156] showed so much love of himself that Bamford says he began to think that he could never have really loved his country. The Government had found it necessary a second time to lower its charge against the Manchester prisoners. At first it was high treason, then it subsided to treasonable conspiracy, and now, at last, it was merely "for unlawful assembling for the purpose of moving and inciting to hatred and contempt of the Government." Of this they were all convicted, and were confined in different gaols for various periods, and were called upon to give substantial security for good behaviour in future before being set at liberty. Hunt was imprisoned for three years in Ilchester gaol. It is only justice to him to state that though, during this imprisonment, he was continually sending to the newspapers complaints of ill treatment, he was instrumental in making known to the public some flagrant malpractices going on in the gaol, and which, through these exposures, were afterwards corrected.At this period, both the grand old styles of architecture, the Gothic for ecclesiastical buildings, and the Tudor and Elizabethan for palaces and mansions, had, for a time, run their course. A classical or Italian fashion had come in, and the picturesque churches and halls of our ancestors were deemed barbarous. Inigo Jones had introduced the semi-classical style, and now Sir Christopher Wren and Vanbrugh arose to render it predominant. Wren had the most extraordinary opportunity for distinguishing himself. The fire of London had swept away a capital, and to him was assigned the task of restoring it. Wren (b. 1632; d. 1723) was descended from a clerical family. In 1651 he was appointed to the chair of astronomy at Gresham College; three years afterwards to that of the Savilian professor at Oxford. In 1661 he was appointed by Charles II. to assist Sir John Denham, the surveyor-general, and in 1663 he was commissioned to examine the old cathedral of St. Paul, with a view to its restoration in keeping with the Corinthian colonnade which Inigo Jones had, with a strange blindness to unity, tagged on to a Gothic church. The old church was found to be so thoroughly dilapidated, that Wren recommended its entire removal and the erection of another. This created a terrible outcry amongst the clergy and citizens, who regarded the old fabric as a model of beauty.

The Fte de la Concorde took place on Sunday, the 21st of May, and passed off without any attempt at disturbance. On the contrary, the people were in excellent humour, and everything upon the surface of society seemed in keeping with the object of the festivity. On the 26th the Assembly decreed the perpetual banishment of Louis Philippe and his family, by a majority of 695 to 63. But the ex-king was not the only pretender who occupied the attention of the new Government; a far more dangerous one was Louis Napoleon Bonaparte, nephew of the Emperor and then an exile in London. He had gone over to Paris when the Republic was proclaimed, but acting on the advice of the Government, he quietly retired from the country. So potent, however, was still the charm that attached to the name of Napoleon, that his heir was elected a member of the National Assembly by no less than four constituencies. It was moreover discovered that money had been distributed in Paris by his partisans; that placards in his favour were posted upon the walls, and cries of "Vive Napoleon!" resounded through the city. Within four days, three journals had been established in Paris preparing the way for the candidature of Louis[553] Napoleon as President. After a violent debate, it was resolved by a large majority that he should be permitted to take his seat as a representative. On the Monday following Paris was excited by a rumour that Louis Napoleon had arrived, and while Lamartine was speaking in the Assembly several shots were fired, one at the Commandant of the National Guard, another at an officer of the army, and this was done to the cry of "Vive l'Empereur Napoleon!" "This," said Lamartine, "is the first drop of blood that has stained our revolution; and if blood has now been shed, it has not been for liberty, but by military fanaticism, and in the name of an ambition sadly, if not voluntarily, mixed up with guilty man?uvres. When conspiracy is taken in flagrante delicto, with its hand dyed in French blood, the law should be voted by acclamation." He then proposed a decree, causing the law of banishment of 1832 against Louis Napoleon to be executed. It was voted by acclamation, the Assembly rising in a body, and shouting, "Vive la Rpublique!"Ministers carried their indemnity in the Commons by one hundred and sixty-two against sixty-nine; but this did not prevent a prolongation of the demands of the Reformers for a searching inquiry into their employment of the spies. Many petitions were presented to the House of Commons for this inquiryone of them from Samuel Bamford, who had been a sufferer by imprisonment. On the 3rd of February Hone's case was brought forward by William Smith, of Norwich; on the 10th, Lord Archibald Hamilton made a motion for inquiry into similar prosecutions of persons in Scotland, and especially of Andrew M'Kinley, and this was supported by Sir Samuel Romilly and others, but rejected; yet the next day Mr. Fazakerley made a demand for a rigid inquiry into the employment of the spies, and for ascertaining whether they really had exceeded their instructions. Here was an opportunity for Ministers to clear themselves, were they really innocent of sending them out to excite as well as to discover conspirators. There was a violent debate, but the motion was rejected by one hundred and eleven against fifty-two. The discussion left no doubt of the employment of Oliver and others, and this fact being put beyond dispute, Ministers should, in self-vindication, have cleared themselves, if they were guiltless, as their friends pretended; but they did not do so. On the 17th Lord Folkestone moved for inquiry into the treatment in prison of Mr. Ogden and others, and a similar motion was made on the 19th, in the Lords, by the Earl of Carnarvon. In both cases Ministers, instead of courting inquiry, resented it, and closed the door of investigation by large majorities. Lords Sidmouth, Bathurst, and Liverpool were prominent in staving off these inquiries; and Lords Grosvenor, King, and Holland were earnest in urging the necessity of such inquiry for their own good fame. Lord Stanley, afterwards Earl of Derby, put this in the strongest light. He said that he thought Ministers "had been much calumniated, but they would be most so by themselves if they refused to inquire into those acts, when inquiry, according to their own statements, would fully[135] acquit them of the charges laid against them." This was so self-evident that the fact that they would not admit this inquiry might, were there no other grounds for decision, be taken as positive proof of their guilt. But it is not likely that Oliver and his comrades, who were for months in daily communication with Ministers whilst on their detestable missions, would have dared so far to exceed their orders, or, had they done so, that they would have been protected at the expense of the reputations of Ministers themselves, and rewarded into the bargain. The instructions to these men were undoubtedly of too dark a character to be produced in open daylight.

The naval transactions of 1810 were almost wholly confined to watching the French, Spanish, and Italian coasts, to thwart the French, who, on their part, were continually on the watch for any of our blockading ships being driven by the weather, or called to some other station, in order to run out and convey men and stores into Spain. The last action of Lord Collingwood took place in this service. Though his health was fast failing, and he had repeatedly entreated the Admiralty to allow him to give up the command and go home to his familythe only chance of his long survivalthey always refused. His complaint was declared by the faculty to be owing to his long confinement on board ships, and he had now scarcely set foot on shore for three years. But notwithstanding all this, with a singular selfishness the Admiralty kept him on board, and he was too high-minded to resign his commission whilst he could be of service to his country. In this state of health he was lying off Toulon, blockading that port, when he was driven to Minorca by a gale of wind. He had regained the coast of Catalonia, when he heard that the French fleet had issued from Toulon, and were making for Barcelona. The whole British fleet were in exultation; but on sighting this supposed fleet it was found to consist only of three sail of the line, two frigates, and about twenty other vessels, carrying provisions to the French army at Barcelona. They no sooner caught view of the British fleet than they made off in all haste, and the British gave chase. Admiral Martin was the first to come up with them in the Gulf of Lyons, where two of the ships of the line ran ashore, and were set fire to by the French admiral, Baudin. Two others ran into the harbour of Cette; and eleven of the store-ships ran into the Bay of Rooas, and took refuge under the powerful batteries; but Lord Collingwood, in spite of the batteries, sent in the ships' boats, and in the face of the batteries, and of boarding nets, set fire to and destroyed them. Five other store-ships were captured. This was the last exploit of the brave and worthy Collingwood. His health gave way so fast, that, having in vain endeavoured again to induce the Admiralty to relieve him of his command, expressly assuring them that he was quite worn out, on the 3rd of March he surrendered his post to Rear-Admiral Martin, and set sail in the Ville de Paris for England. But it was too late; he died at sea on the 7th of March, 1810. Very few admirals have done more signal service, or have displayed a more sterling English character than Lord Collingwood; and perhaps none were ever more grudgingly rewarded or so unfeelingly treated by the Admiralty, who, in fact, killed him by a selfish retention of his services, when they could be continued only at the cost of his life.Another ground of attack upon the Government at the opening of the Session was their conduct in not bringing up Mr. O'Connell for judgment. It was alleged that they had entered into a corrupt compromise with the great Irish agitator, in order to avert his hostility and secure his support at the elections. This was indignantly denied both by Mr. Stanley and Lord Plunket. They contended that as the Act expired with the Parliament, so did the conviction, and that Mr. O'Connell could not be legally punished. This was the opinion of the law officers of the Crown in Ireland, an opinion in[336] which the English law officers concurred. Mr. Stanley said:"Not only was there no collusion or compromise, but I should have been most glad if Mr. O'Connell could have been brought up for judgment; but then we have been told that we ought not to have dissolved Parliament, because by so doing Mr. O'Connell had escaped. Now, no man can be more sensible than I am of the importance of showing to the people of Ireland that if Mr. O'Connell chooses to go beyond the law, he is not above the law; but, without meaning the slightest disrespect to Mr. O'Connell, I must say that if I put on the one hand the success of a great and important measure like the Reform Bill, and on the other the confinement of Mr. O'Connell in his Majesty's gaol of Kilmainham for three, six, or nine months, I must say that what became of Mr. O'Connell was as dust in the balance. Such being the case, the question of what might be the personal consequences to any individual by the dissolution became of still less importance than it was before."The earliest statistics by which the progress of popular education may be measured are contained in the Parliamentary returns of 1813, when there were in England and Wales nearly 20,000 day schools, with about 675,000 scholars, giving the proportion of 1 in 17 of the population. There were also 5,463 Sunday schools, with 477,000 scholars, or 1 in 24 of the population. Lord Kerry's Parliamentary returns for 1833 showed the number of day schools and scholars to be nearly doubled, and the proportion to be 1 in 11 of the population. The Sunday schools, during the same period, were trebled in number, and also in the aggregate of children attending; while their proportion to the population was 1 in 9the population having in the interval increased 24 per cent., the day scholars 89 per cent., and the Sunday scholars 225 per cent. Up to this time (1833) the work of education was conducted by private liberality, incited mainly by religious zeal, and acting through the agencies of the two great societies, the British and the National. In that year Government came to their aid, and a meagre grant of 20,000 a year continued to be made till 1839, when it was increased to 30,000. This was shared between the two societies,[426] representing two educational parties. The principle of the British and Foreign School Society, chiefly supported by Dissenters, was, that the Bible should be read without note or comment in the schools, and that there should be no catechism admitted, or special religious instruction of any kind. The schools of the National Society, on the other hand, were strictly Church schools, in which the Church Catechism must be taught. The total number of schools in 1841 was 46,000, of which 30,000 were private. These statistics indicate an immense amount of private energy and enterprise, the more gratifying from the fact that the greater portion of the progress was due to the working classes themselves. Great improvements had been effected in the art of teaching. Both the British and the National Societies from the beginning devoted much attention to the training of efficient teachers. In 1828 the former sent out 87 trained teachers; in 1838 as many as 183. The National Society commenced a training institution in 1811, and after forty years' progress it had five training colleges, sending out 270 teachers every year.The restless Englishman, much more like a Frenchman in temperament and character than a native of England, had married Madame de Villette, a niece of Louis XIV.'s last mistress, Madame de Maintenon, a lady rich and well-trained in all the Court life of Paris. By this means Bolingbroke was brought into close connection with that Court. The notorious Cardinal Dubois had died in August, 1723, and in less than four months died also the Duke of Orleans, the Regent. Louis XV. being nominally of age, no other Regent was appointed; but the Duke of Bourbon, a man of better character but of less ability than the Regent, Orleans, was Prime Minister. He was greatly under the influence of his bold and ambitious mistress Madame de Prie; and Bolingbroke, who was high in the favour of both Minister and mistress, flattered himself that, with the aid of his courtier wife, he could govern both them and France.
